The Virginia Catholic Conference expressed alarm at the bill’s passage, warning that removing the conscience protections could threaten the work of the state’s Catholic adoption and foster care agencies by allowing the state to deny them licenses, grants, or contracts.
On Thursday, the legal group Alliance Defending Freedom (ADF) praised the new rule for upholding the religious freedom of faith-based adoption and foster care agencies.

Bethany Christian Services, which provides social services in more than 30 states and more than a dozen countries, praised the order for its insistence that the federal government work together with community and faith-based organizations in an “‘all hands on deck’ approach.”
The bill would protect adoption agencies that follow their religious convictions in declining to place children with same-sex couples.
